SB 2918  RELATING TO HUNTING LICENSES               ECD, JDC
        Increases resident and nonresident hunting license
        fees, requires applicants for a license to disclose if
        they are prohibited from using firearms for hunting,
        and authorizes the department of land and natural
        resources to establish hunting license application and
        issuance procedures and fees through administrative
        rules.

SB 2712  RELATING TO FISHERIES                      ECD, WLH
        Strictly limits the possession, purchase, sale, or
        trade of shark fins.

SB 2912  RELATING TO STATE BOATING FACILITIES       ECD, WAM
        Clarifies that leases issued for small boat harbors
        and other boating facility properties may include uses
        other than maritime related activities that complement
        or support the uses within the facility, with the
        revenue due to the State therefrom deposited to the
        boating special fund.  Also allows limited commercial
        vessel activities within Ala Wai and Keehi small boat
        harbors, and deletes language added to section 200-9,
        HRS, by Act 266, SLH 1999, which is no longer needed.

SB 2920  RELATING TO LEASING OF SMALL BOAT HARBORS   ECD, WAM

 
 
        Authorizes the Board of Land and Natural Resources to
        lease by public auction or direct negotiation Ala Wai
        and Keehi small boat harbors for redevelopment,
        management, and operation by private firms.  Clarifies
        that leases issued for Ala Wai and Keehi small boat
        harbors may include uses, other than maritime-related
        activities, that complement or support the purpose of
        the lease, and clarifies that the revenue due to the
        State from these leases shall be deposited to the
        boating special fund.  Also provides for an orderly
        transition from state operation, management, and
        control to private management and operation, and
        provides job security for state employees presently
        assigned to those locations.

Testimony for the following two bills will be taken together:

SB 2913  RELATING TO KANEOHE BAY                    ECD, WAM
        Removes language constituting unlawful delegation of
        legislative authority from section 200-39, HRS, and
        section 6 of Act 129, SLH 1998.  Allows the department
        of land and natural resources more flexibility in
        implementing the Kaneohe Bay Master Plan
        recommendations to achieve navigation safety, promote
        resource protection, and meet changing needs and
        conditions, and repeals the Kaneohe Bay Regional
        Council following the adoption of rules relating to
        ocean use activities in Kaneohe Bay based on
        recommendations in the Kaneohe Bay Master Plan.

SB 2053  RELATING TO KANEOHE BAY                    ECD, WAM
        Limits the number of commercial ocean use activity
        permits issued by the department of land and natural
        resources for Kaneohe Bay.  Requires the department to
        adhere to the original tenets of the Kaneohe Bay
        Master Plan unless public health and safety or
        resource protection requires otherwise.
